By the end of 1966, there are only 50,000 persons died in traffic accidents. The next half century, with the rising number of cars, the number rose quickly. World Health Organization predicts (预测) that by 2020, road-traffic injuries will become the third largest cause of death around the world, ahead of tuberculosis, war and AIDS.
In China, a total number of 109,363 people were killed by cars in 2002. The number is more than double the number of people killed on U. S. highways every year, even though China has far fewer cars. In the first 10 months of 2003, traffic accidents killed 86,000 people and seriously injured an additional (额外的) 418,000.
Now many big cities in China face a serious problem of jam. Take Shanghai as an example: In the late 1990s, traffic speed in the main streets was at 10 km per hour. And more roads are being built to deal with the growth of cars. But this will not be the solution, as long as the growth of cars is faster than that of infrastructure (基础设施) development. Clearly, jam will never be solved by building more roads, since new roads simply make travel less expensive than before, thus encouraging more people to buy cars.
