Everyone at this Asia-Europe summit wants to stop North Korea from testing its first nuclear bomb but there's little agreement over how best to do this. Japan, the strongest US ally in Asia agrees with Washington that only the threat of a UN Security Council sanction might persuade North Korea to restart talks on dismantling its nuclear program.
